Sr. Manager Global Trade Compliance

Purpose:

The Global Trade Compliance Sr. Manager will drive all operational and strategic aspects of Floor & Decor’s global trade compliance program, including oversight of customs compliance and regulatory activities associated with the importation of foreign goods; forecast, manage, and report duty spend, including duty associated with trade remedies and other special duty programs, such as 301 and anti-dumping and countervailing; manage duty reduction and duty deferral programs; manage customs compliance programs, such as Importer Self-Assessment (ISA) and Trusted Trader, and supply chain security programs, such as CTPAT; manage third-party provider activities such as those related to phytosanitary practices, container inspections, and mitigation activities associated with Emergency Action Notices; manage import and export product classifications according to the HTSUS; advise internal teams, such as merchandising, supply chain, and accounting on matters related to customs compliance; manage import documentation in accordance with 19 CFR 163; and create and deliver executive-level weekly, quarterly, and ad hoc reporting of import compliance activities and duty spend to the business.   

This position will work cross-functionally with the supply chain, merchandising, and accounting, as well as product suppliers, 3PL and customs brokerage service providers. This position will ensure compliance with all US Customs and Border Protection (CBP) regulations and compliance activities as well as any applicable other government agencies (OGAs).

Minimum Eligibility Requirements:

  • Bachelor’s degree with focus in international affairs, supply chain, business administration, inventory control, or finance is preferred
  • 10+ years of experience managing a global trade compliance program for an importer or freight forwarder
  • Licensed Customs Broker is required
  • Must have experience managing and developing trade compliance teams
  • Experience with Foreign Trade Zone (FTZ) operations is a plus as this position will routinely collaborate the FTZ Program Manager on matters related to customs compliance and supply chain security
  • Must thrive in a challenging and rapidly changing environment
  • Must be a self-starter, critical thinker and able to successfully address challenges with limited supervision
  • Must possess strong written and verbal communication skills with a high attention to detail and be able to communicate effectively across all levels of the organization and with outside agencies, such as US Customs and Border Protection, OGAs, 3PLs, and members of the trade community
  • Must have a proven track record of developing, implementing, and managing global trade compliance policies and procedures
  • Must have a strong understanding of 19 CFR and all relevant US Customs regulations pertaining to the conveyance and importation of foreign goods, including regulations associated with other government agencies.
  • Must have strong computer skills including advanced Microsoft Excel, Word, and Power Point
  • Must be able to multi-task, meet deadlines, and prioritize requests based on risk and need
  • Subject to National Security Screening

Essential Job Functions:

Supply Chain

  • Provide operational oversight of all customs compliance activities associated with a rapidly increasing import volume supporting in excess of 100 retail stores and 4 warehouses across the United States.

  • In collaboration with merchandising, international logistics, and accounting accurately forecast and continuously monitor duty spend to reduce fluctuation in cost of goods.    
  • Develop and routinely deliver import compliance metrics to internal and external stakeholders. 
  • Create Standard Operating Procedures (SOPs) to inform relevant parties, including third-party providers and internal and external stakeholders of operational practices and protocols associated with import compliance activities.
  • Manage a routine, robust internal self-audit of import compliance activities.  
  • Provide analytical support to merchandising, supply chain, and accounting on matters related to duty spend and valuation.
  • This position is exempt and may include hours which exceed eight hours in a day or forty hours in a week. Some weekends may also be required. Some travel required including air and car travel.
  • While performing the duties of this job, the employee is occasionally exposed to a warehouse environment.

PHYSICAL/SENSORY    REQUIREMENTS

Sedentary Work – Ability to exert 10 - 20 pounds of force occasionally, and/or negligible amount of force frequently to lift, carry, push, pull or otherwise move objects.  Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time.
