FTZ Program Manager

Purpose

The FTZ Program Manager will drive all operational and strategic aspects of Floor & Decor’s Foreign Trade Zone (FTZ) operations, including oversight of third-party provider activities, weekly and quarterly executive-level reporting of zone activity and duty liability, development and delivery of quarterly broker scorecard, weekly statement reconciliation, submission of quarterly HMF payments, development and submission of annual reports to FTZ Board in each zone’s respective jurisdiction,        

This position will work cross-functionally with the supply chain, merchandising, and accounting, as well as product suppliers, 3PL and customs brokerage service providers. This position will ensure compliance with all US Customs and Border Protection (CBP) regulations and compliance activities.

Minimum Eligibility Requirements

  • Bachelor’s degree with focus in international affairs, supply chain, business administration, inventory control, or finance is preferred.

  • 5+ years of experience managing daily (FTZ) operations for an importer or freight forwarder is preferred.

  • Licensed Customs Broker or Customs Compliance Specialist credential would be a plus.

  • Experience with Integration Point software would be a plus.

  • Must thrive in a challenging and rapidly changing environment.

  • Must be self-starter, critical thinker and able to successfully address challenges with limited supervision.

  • Must possess strong written and verbal communication skills with a high attention to detail and be able to communicate effectively across all levels of the organization and with outside agencies, such as US Customs and Border Protection, OGAs, 3PLs, and members of the trade community.

  • Must have a proven track record of developing, implementing, and managing FTZ operating policies and procedures.

  • Must have a strong understanding of 19 CFR 146 and all relevant US Customs regulations pertaining to the conveyance and importation of foreign goods, including regulations associated with other government agencies.

  • Must have strong computer skills including advanced Microsoft Excel, Word, and Power Point.

  • Must be able to multi-task, meet deadlines, and prioritize requests based on risk and need

  • Subject to National Security Screening

Essential Functions Supply Chain

  • Provide operational oversight of daily FTZ admission and withdrawal activities for multiple distribution centers across the United States by Floor and Decor’s designated third-party zone administrator.

  • In collaboration with the distribution center management team, routinely audit FTZ inventory and security protocols, report findings, and, where indicated, monitor the progress of continuous improvement activities. 

  • Develop and routinely deliver FTZ and customs brokerage metrics, including the quarterly brokerage scorecard, to internal and external stakeholders. 

  • Create SOPs to inform relevant parties, including third-party zone administrators, customs brokerage providers, and other internal and external stakeholders of operational practices and protocols.

  • Provide analytical support for Customs Compliance Manager and Senior Director of International Logistics.

WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)

  •  This position is exempt and may include hours which exceed eight hours in a day or forty hours in a week. Some weekends may also be required. Some travel required including air and car travel.
  • While performing the duties of this job, the employee is occasionally exposed to a warehouse environment.

PHYSICAL/SENSORY    REQUIREMENTS

Sedentary Work – Ability to exert 10 - 20 pounds of force occasionally, and/or negligible amount of force

frequently to lift, carry, push, pull or otherwise move objects.  Sedentary work involves sitting most of the

time, but may involve walking or standing for brief periods of time.
