Manager Global Sourcing and Compliance - Quality Assurance

This position will be responsible for Supplier Compliance, Global Sourcing, Packaging Implementation and Compliance steps of the supply chain process for assigned categories and regions. This position will work cross-functionally with Supply Chain, Merchandising, and Legal (Company Compliance) as well as with our vendors and 3rd party inspection/audit firms to ensure F&D’s vendors are meeting F&D specifications. In addition, the position should develop strong win/win relationships with suppliers that will allow for combined efforts that will take cost and steps out of the process, thereby improving performance and profits.


Supply Compliance:

  • Lead the development, implementation and enhancement of all supplier compliance policies and procedures required to ensure compliance with all applicable laws, regulations and industry standards for the assigned categories and regions
  • Monitor existing suppliers by creating and managing supplier scorecards, having regular reviews with suppliers, alerting Merchandising of any non-compliance, responding promptly to detected offenses, developing corrective action plans, and reporting findings via established channels
  • Develop and maintain risk assessments of supplier relationships and agreements
  • Develop/validate audit, test and inspection plans designed to assure quality of suppliers and products based on a review of all applicable laws, safety standards, industry trends, risk assessments and historical performance data
  • Evaluate and document cost/benefit trade-offs between prevention, detection, and failure response activities
  • Areas of focus will be on Supplier Risk Management and may include some or all the following audits, inspections and activities:
    • Regulatory Compliance (Lacey Act, CARB, EPA, Customs, etc.)
    • Social & Environmental Compliance
    • Product Testing and Certifications
    • Develop and utilize dashboards/scorecards to track key supplier performance metrics

Global Sourcing:

  • For the assigned categories and regions, formulate and deploy procedures governing all aspects of global sourcing (product procurement and planning, inventory management, and supplier development), supporting F&D’s global supply chain excellence, customer satisfaction, merchandising leadership, and store operating philosophy initiatives. Maintain awareness of world markets and emerging material related issues in the industry and position the supply chain to flexibly respond accordingly
  • Develop high-potential and high-performing team and implement strategies to become a more competitive procurement function, driving enhanced economic value and offering new products
  • Develop capacity in the supply base to support F&D’s significant growth plans, including identification of new suppliers and development of existing suppliers to increase output.
  • Establish and facilitate strategic teams to leverage supplier capabilities in product design, cost reduction, lead time reduction and customer satisfaction
  • Participate in the strategic and tactical management of our supply base:
    • Finding & Qualifying new suppliers and products
    • Assisting Merchandising in the termination of supplier agreements
    • Determining total costs of globally sourced products
    • Factory Capability & Capacity Audits
    • Recordkeeping procedures and other best practices
    • Production, Pre-Shipment and Container Loading Inspections
    • Provide guidance on supplier identification, selection and validation
    • Identify, qualify and on-board new suppliers in accordance with F&D policies and procedures
    • Manage and monitor supplier quality and fulfillment performance
    • Educate and train approved suppliers to drive cost-out and product innovation
  • Leverage technology solutions to maximize effectiveness and efficiency of the strategic sourcing process
  • Communicate the vision to suppliers to elicit them as partners in the new direction of global supply chain management. Develop and maintain on-going relationships with key suppliers and establish effective programs and processes of ensuring “best in class” supplier performance

Packaging Design, Implementation and Compliance:

  • Develop, maintain, and communicate packaging requirements for assigned categories. Work cross-functionally with Merchandising, Safety, Logistics, Global Sourcing Office (s) and Global Supplier network in the development of safe, well designed, efficient, and cost-effective packaging solutions
  • Oversee and manage packaging development process, work cross-functionally with Merchandising, Marketing, and other internal customers in the creation of packaging designs, prototype development, and packaging performance testing
  • Review and analyze engineered drawings, photos, and packaging specifications necessary for compliance with International standards, company defined safety ‘best practices’, special handling conditions and performance within Floor & Decor’s complex supply chain
  • Work closely with Global Suppliers, Merchandising, Distribution, International and Domestic Logistics on analyzing and issuing CAPA when necessary for continuous improvement initiatives
  • Analyze and Identify packaging improvement initiatives; implement and manage process improvement plan for packaging materials, labor, efficiency, safety, transportation, and storage
  • Development and implementation of test methodologies to ensure packaging exceeds defined expectations
  • Conduct frequent audits at various points in the supply chain to better formulate safer, more efficient, and cost- effective packaging designs which are closely aligned with customer expectations


  • Bachelors’ degree (or equivalent work experience)
  • The preferred candidate will have a minimum of 5+ years of relevant work experience in global purchasing, supplier compliance/quality, packaging design/engineering, and contract management leadership
  • Experienced in managing, developing and executing global sourcing and procurement strategies, including supplier certification and partnering in a global manufacturing and distribution environment
  • Previous experience building and/or leading Sourcing and Supplier Compliance/Quality/Packaging teams globally
  • In depth knowledge of supplier qualification processes and supplier performance metrics
  • Possess good process experience/judgment and the ability to recognize key problems before they become major issues. Capable of recognizing opportunities that translate to bottom-line improvement
  • A demonstrated ability to work cross-functionally within the company, as well as globally with suppliers and 3rd party firms. Strong collaboration skills with both local and international teams
  • A visionary who understands the big picture and can develop programs and processes that capture the true potential and opportunities that may exist – an “Out of the Box Thinker”
  • Ability to lead change and effectively establish high-performing teams by being a role model with high-performance standards
  • Strategic thinking skills, including ability to make sound business judgments related to supply management philosophies and initiatives
  • Excellent communication skills (i.e., development and delivery of presentations)
  • Must be able to manage multiple projects across multiple categories simultaneously
  • Strong problem-solving and analytical ability
  • Well-developed and proven negotiating skills
  • Good understanding of statistical methods, quality tools and methodologies (I.e. QFD, CTQ, DFSS, SPC, AQP, FMEA, Control Plan)
  • Experience implementing cost reduction programs
  • Tactical planning skills

Desired, but not required

  • MBA or advanced engineering degree
  • Sound knowledge of retail
  • Training in Six Sigma
  • Knowledge of Lean Manufacturing Principles


  • Occasional travel required including air and car travel
  • While performing the duties of this job, the employee is occasionally exposed to a warehouse environment and moving vehicles. The noise level in the work environment is typically quiet to moderate
