Global Trade Compliance Director

This position will drive all operational and strategic aspects of Floor & Decor’s Global Trade Compliance program, including oversight of customs compliance and regulatory activities associated with the importation and exportation of foreign goods.  The position will:

  • Forecast and Manage Duty Spend
  • Manage import and export product classifications according to the HTSUS
  • Oversee Foreign Trade Zone (FTZ) management and operations
  • Manage Custom Broker(s) and all related compliance service providers
  • Manager compliance programs, such as Importer Self-Assessment (ISA) and Trusted Trader, and supply chain security programs, such as CTPAT; manage third-party provider activities such as those related to phytosanitary practices, container inspections, and mitigation activities associated with Emergency Action Notices
  • Advise internal teams, such as merchandising, supply chain, and accounting on matters related to customs compliance; manage import documentation in accordance with 19 CFR 163

This position will work cross-functionally with the Supply Chain, Merchandising, and Finance, as well as product suppliers, 3PL and customs brokerage service providers. This position will ensure compliance with all US Customs and Border Protection (CBP) regulations and compliance activities as well as any applicable partner government agencies (PGAs).

Minimum Eligibility Requirements

  • Bachelor’s degree with focus in International Affairs, Supply Chain, Business Administration, Inventory Control, or Finance is preferred
  • 10+ years of experience managing a global trade compliance program for an importer or freight forwarder
  • Licensed US Customs Broker is strongly preferred
  • Experience managing and developing trade compliance teams 
  • Experience with Foreign Trade Zone (FTZ) operations
  • Thrive in a challenging and rapidly changing environment
  • Self-starter, critical thinker and able to successfully address challenges with limited supervision
  • Possess strong written and verbal communication skills with a high attention to detail and be able to communicate effectively across all levels of the organization and with outside agencies, such as CBP, PGAs, 3PLs, and members of the trade community
  • Proven track record of developing, implementing, and managing global trade compliance policies and procedures
  • Strong understanding of 19 CFR and all relevant US Customs regulations pertaining to the conveyance and importation of foreign goods, including regulations associated with partner government agencies
  • Strong computer skills including advanced Microsoft Excel, Word, and Power Point
  • Able to multi-task, meet deadlines, and prioritize requests based on risk and need

Essential Job Functions

  • Provide operational oversight of all customs compliance activities associated with a rapidly increasing import volume supporting in excess of 100 retail stores and 4 warehouses across the United States.
  • In collaboration with Merchandising, International Logistics, and Finance, accurately forecast and continuously monitor duty spend to reduce fluctuation in cost of goods   
  • Develop and routinely deliver import compliance metrics to internal and external stakeholders 
  • Create Standard Operating Procedures (SOPs) to inform relevant parties, including third-party providers and internal and external stakeholders of operational practices and protocols associated with import compliance activities
  • Manage a routine, robust internal self-audit of import compliance activities  
  • Provide analytical support to Merchandising, Supply Chain, and Finance on matters related to duty spend and valuation

Working Conditions (travel, environment)

  • Occasional travel required including air and car travel

  • While performing the duties of this job, the employee is occasionally exposed to a warehouse environment and moving vehicles.  The noise level in the work environment is typically quiet to moderate.

Physical/Sensory Requirements

Sedentary Work – Ability to exert 10 - 20 pounds of force occasionally, and/or negligible amount of force frequently to lift, carry, push, pull or otherwise move objects.  Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time.
